Governor Shapiro's Executive Order 2026-05 requires developers to sign a binding Consent Order covering local approval, full funding of new electricity infrastructure, water conservation, and local hiring — and it explicitly bans NDAs on data-center projects. Notably, Shapiro previously championed fast-track permitting and a $20B Amazon buildout, making this a real reversal, not political theater from an opponent.

OpenAI says an internal build of Astra, its next frontier model, worked through ten previously unsolved problems in mathematics and theoretical computer science and published formally verified proofs on GitHub. These weren't warm-up exercises — the set reportedly included a construction addressing the long-standing question of non-sofic groups and tighter bounds on sphere-packing density, the kind of problems that sit on research mathematicians' whiteboards for years. The reported cost: about $2,000 in compute, run by a single-company research team, with no independent replication yet confirmed.
Treat the specific numbers with appropriate skepticism until outside researchers check the proofs — but the direction is hard to dismiss. This is also the model that triggered a different kind of headline this month: OpenAI paused Astra's internal development on August 7 after evaluations found it may be capable of autonomous zero-day exploit development, the first model to trip the Critical threshold on OpenAI's own Preparedness Framework. The same system that's solving open math problems is now heading into isolated testing with government and safety-org review before any public release. Genuine capability and genuine risk are showing up in the same model, in the same month.
